On that day, EU member states voted to support the European Commission to adopt final safeguards for steel imports. The European Commission welcomed the decisions of member countries and said the measures were aimed at protecting European steel producers from diverting steel trade to the European Union market in other parts of the world as a result of unilateral restrictions imposed by the United States. The EC said the final measure was aimed at protecting traditional trade flows, targeting a clearly defined list of steel products and balancing the interests of European steel producers and downstream users.
The European Association of Automobile Manufacturers (ACEA) said it was very disappointed with the decision of its member countries and that the measures did not take into account the needs of downstream users of steel, including the automotive industry. It is highly concerned about the impact of safeguards on supply and prices in the European steel market. ACEA pointed out that the latest official data provided by the U.S. Department of Commerce in 2018 showed that steel imports to the United States fell only slightly by about 10%. The possibility of trade transferring to the EU is limited, far below any level that could cause "serious damage" to EU steel producers. Erik Jonnaert, secretary-general of ACEA, said that "these protectionist measures pose a real risk to the competitiveness of European automakers".
Next, the European Commission will complete the legal process so that the final measure can come into force in early February 2019 and will remain in force until July 2021.
