Question:
I have 2 boxes made of 2mm steel plate and they have holes in them. There are holes that are rectangular that are about 12mm by 7mm, holes that are 7mm diameter and also some that are smaller at about 4mm. How do i plug these holes yet keep them flush? They will be bolted to my trailor and be exposed to the weather all the time. I want them to look good as well as waterproofed! They will be painted after this so it needs to hold very firm and paintable! Please help!

The best way would be to weld them, for small holes like this I would place a piece of aluminium or copper behind the hole (weld will not stick to these materials) then fill the holes with weld and grind the weld flat.
If you don't have welding facilities you could do the repair as per the previous answer, stick something over the back of the hole, maybe space it off a couple of mm, then use flexi car body filler, araldite etc, sand it flush and paint
